About this project

The Armstrong Creek Town Centre Library and Community Hub is a multi-storey, inclusive, and sustainable facility designed to serve as a lifelong learning and community engagement space for the growing Armstrong Creek region. The project was developed to meet Council’s infrastructure obligations and deliver enhanced social amenity, digital connectivity, and flexible learning environments. It incorporates public art, community activity spaces, and safe, integrated access throughout the precinct.

Our Involvement

BSA Building Surveyors were engaged as the Relevant Building Surveyor for the Armstrong Creek Library and Community Hub project. Our responsibilities spanned multiple phases of the development, including:

  • Phase 1 – Concept Development
    • Preliminary review of concept design documents for compliance with the Building Code of Australia, Building Regulations, and Building Act
    • Preparation of regulatory reports on three concept design options
    • Liaison with project consultants and response to technical compliance queries
  • Phase 2 – Functional and Technical Brief
    • Ongoing consultation with the design team
    • Support in addressing regulatory requirements and design amendments
  • Construction Phase
    • Conducting mandatory inspections during construction and at completion
    • Issuing directions to fix and inspection observation reports
    • Reviewing certificates and statements of compliance
    • Issuing the Occupancy Permit or Certificate of Final Inspection
